I've seen peeling paint before, by itself not an issue, but yes, may be a sign if something else. In person inspection is called for.

FWIW, that paint peeling appears to be the result of poor adhesion/surface treatment. I'd wager that motor pot missed out on a de-greasing/cleaning step along the way.

I want to retract my previous post except for the part about the cone number.
I think a reconer did that to the paint. Still may have been lousy adhesion to flake like that.
You can see the seam where the surround attaches to the cone.
That's a split rim 604C, it should have a one piece cone with paper hinge, no seam/surround.

Nice catch on the cone. I still think the paint was due to a bad finish job.
